Eligibility


(1) The competition offers two tech verticals for participation: 

Photochemical technology and green manufacturing technology.

Photochemical technology includes Photochemical Synthesis, Photochemical Pollution and Carbon Reduction, Photonic and Electromagnetic Functional Material, Photochemistry Synthetic Biology, Artificial Intelligence in Photochemistry, and Other Photochemical Technology.

Green manufacturing technology inclueds Photochemical Green Manufacturing Technology, Electrochemical Green Manufacturing Technology, Thermochemical Green Manufacturing Technology, and Other Green Manufacturing Technology.   

(2) Projects must satisfy at least one of the following conditions:

(a) Demonstrate disruptive, cutting-edge, and innovative features in the field of photochemistry;

(b) Play a significant role in the advancement of the photochemical and green manufacturing industries;

(c) Hold potential for future advancements and developments in new photochemistry and green manufacturing technologies;

(d) It has the potential for practical application and transformation, contributing to Wuhan’s green and low-carbon development.  

(3) Participants:

(a) The competition extends a global invitation with no restrictions on the type of entity applying. Participants from diverse backgrounds are encouraged to apply, including but not limited to universities, research institutes, enterprises, public institutions, teams, and individuals.

(b) Participants must be the developers of the projects they submit, holding undisputed ownership of the research outcomes and guaranteeing no infringement of others’ intellectual property rights.

(c) Participants must strictly adhere to laws and regulations and sign relevant non-disclosure agreements.

Award


The final awards are divided into two categories of Innovation Leadership Award and Innovation Breakthrough Award. The Innovation Leadership Award is granted to projects that have obvious advantages in technological innovation, meet the requirements for implementation and transformation, and can lead and boost the industrial development of Wuhan significantly. The Innovation Breakthrough Award is granted to projects that are innovative but do not meet the conditions for implementation and transformation yet, and are still in the stage of technological R&D.

Supportive Policies


(1) Supportive Services for Winning Projects:

A. To transform their technological achievements, the winning projects will be granted exclusive access to special funds from the Wuhan Municipal Bureau of Science and Technology Innovation.

B. Projects meeting the Wuhan Institute of Photochemistry and Technology incubation conditions will receive research and development funding ranging from 200,000 to 5,000,000 RMB. In addition, they can conduct pilot testing in the Wuhan Institute of Photochemistry and Technology’s pilot testing platform and analytical testing center.

C. The Qingshan District People’s Government of Wuhan will support the establishment of a specialized incubator for photochemical technology and industry, ensuring the implementation and transformation of competition projects and providing a series of policy support, including research, talent, technological transformation, and technology finance for high-quality projects.       

(a) A maximum subsidy of no more than 3 million RMB will be granted for the rental of office space and a maximum subsidy of no more than 2 million RMB for the purchase of office premises. For leasing factory buildings, the maximum subsidy will not exceed 2 million RMB.

(b) For enterprise investment projects, a maximum of no more than 5 million RMB will be granted as incentives; For enterprise R&D investment, a maximum of no more than 2 million RMB will be granted as subsidies each year.

(c) For enterprises introducing in foreign fund that make fixed asset investments totaling 5 million US dollars or more, a maximum incentive of no more than 35 million RMB will be granted. For enterprises introducing in foreign fund with R&D expenditures amounting to 5 million US dollars or more, a maximum incentive of no more than 20 million RMB will be granted.

(d) Outstanding talents who win the titles of Industry Leaders, Outstanding Young Talents, or Outstanding Steel Industry Technicians can get rewards of no more than 300,000, 50,000, or 50,000 RMB respectively. Preference will be granted to them when shortlisting for “Wuhan Talent”. The academician center, postdoctoral research center, postdoctoral innovation and practice base approved by the provincial and the municipal governments will be awarded not more than 200,000 RMB. The talents can be prioritized to obtain relevant policy support and services including their family’s settlement, children's education, medical and healthcare, and talent apartments.

(e) Assistance will be provided to have application scenarios matchmaking with Chemical Parks and Wuhan Iron and Steel High-tech Industrial Park enterprises. 

(f) Priority access to Qingshan Startup Fund. 

(2) Supportive Policies for Participating Projects:

Matchmaking: High-quality incubators will introduce resources and give preferential policy support to enterprises set up by the participating teams in terms of space and incubation services and guide them in the implementation of the projects.

Investment: Connecting such enterprises with all kinds of financial institutions and venture capital institutions. The enterprises will be recommended as priory to industrial funds at all levels in the urban areas, so as to empower the participating teams with scientific and technological financial services.

Tracking Services: Match the teams with pilot testing services and proof-of-concept platforms, and a liaison of the transformation of scientific and technological achievements will provide tracking services to accelerate the implementation and transformation of scientific and technological achievements.

Publicities: Extensively publicize and report on outstanding science and technology innovation teams to promote a culture of innovation.
